Contributions from Viet Nam

On July 28, 1995, Viet Nam officially joined ASEAN, marking the regional integration process of Viet Nam as well as the cooperation and connectivity progress of the region.

In 1995-1997, Viet Nam and ASEAN member states promoted the inclusion of Cambodia, Laos and Myanmar in ASEAN, thereby finalized a bloc with 10 members in the South East Asia.

In December 1998, the 6th ASEAN Summit was organized in Ha Noi with the adoption of Ha Noi Plan of Action, thereby contributed significantly to strengthening solidarity, copperation and proving direction to the development and cooperation of the association in order to implement the Vision 2020.

In 7/2000 – 7/2001, as the Chairman of the 34th ASEAN Standing Committee (ASC) and ARF, Viet Nam sucsessfully hosted and organized various meetings, including the 34th ASEAN Ministerial Meeting (AMM 34), the 8th ASEAN Regional Forum (ARF 8), ASEAN Ministerial Meeting Plus Three (ASEAN + 3), ASEAN Post Ministerial Conference Plus 1 (PMC+1) and 10 Dialouge Partners (PMC+10), and the Mekong-Ganga Copperation by the end of July 2001.

2 years since the ASEAN Charter came to effect, Viet Nam took over the rotation Chairmanship of ASEAN in 2010. Viet Nam presented the idea of expanding members for the East Asia Summit, inclusion of Russia and the US; as well as organizing the ASEAN Defense Ministerial Meeting Plus (ADMM+) for the first time in the Chairmanship.

Viet Nam also succeeded in the coordinatorship between ASEAN and dialouge partners, including China, EU and India. Viet Nam is currently coordinating ASEAN-Japan relations in 2018-2021.

Viet Nam and other ASEAN member states continue to implement agreement and cooperation plans of ASEAN; Support and cooperate with Thailand and other members to achieve the priorities set in 2019, and focusing all resources on the implementation of the Community building plans in all three pillars; Actively participate and promote internal economic connectivity, especially in investment and services by completing the negotiation of ASEAN Trade in Services Agreement (ATISA); develop roadmap for non-tarriff barrier reduction and promote the negotiation of the Regional Comprehensive Economic Partnership (RCEP).

Viet Nam also contributes to the development and adoption of the ASEAN Outlook on the Indo-Pacific, thus formulating the common stance of ASEAN and promoting the cooperation based on the values, principles and central roles of ASEAN. Viet Nam plays significant roles, among ASEAN member states, to contribute in the negotiation process between ASEAN and China to complete an effective and efficient Code of Conduct in the South China Sea (COC).
